Pop up said no USA traders. I have residency papers, not citizenship for Mexico. Would this allow me to open live account with HFM?

In fact, the answer is not definite. It might actually be possible since you residence is not in US, however it depends on the Broker regulation if they take into account the US Passport document itself or rely on residency, so it may not work that way. Anyway, you can still take try to register and ask for support from the Broker.
